When I retired in January 2002, I had served the City of Madison as an Assistant City Attorney for 17 years, and as City Attorney for 11 more years. In that time, I and the attorneys I supervised appeared in court many times, before many judges.
I believe that William Hayes has all the qualities needed in a lawyer: intellect, fairness, hard work, and human understanding. As a highly successful trial lawyer, both as prosecutor and defense counsel, he has demonstrated those qualities. I have had the privilege of knowing William J. Hayes for over 20 years, as a co-worker, criminal prosecutor, civil litigator and general practitioner. Bill and I were prosecutors in the Rock County District Attorney's Office for a few years in the mid-1980's and I have been in touch with him since then periodically. Whenever a particularly difficult question of law comes across my desk in the greater Milwaukee, Wisconsin area where I practice, I check with Bill Hayes due to his extraordinary experience, intelligence and grasp of the law. I have always found Bill willing to listen, to thoughtfully and perceptively analyze the interplay of law and facts and to reach sound conclusions. He has an innate ability to objectively see all sides of a question, assess the strengths and weaknesses of competing arguments and decide a legal question accurately and with common sense.
Not only have I found Bill to be learned, wise and articulate in handling legal questions, I have always been impressed by Bill's tremendous work ethic, prompt work output and care with which he handles legal matters, in and out of court. I continue to be amazed at the breadth of his experience and his track record of success in a variety of civil, criminal and administrative law contexts and how hard he has worked for those he has represented. Only a small minority of American lawyers regularly do trial work and Bill's trial experience dwarfs the vast majority of attorneys in Wisconsin. Bill's capacity to handle a courtroom workload, fairly and impartially interact with the public and to resolve legal disputes in a prompt and appropriate manner is beyond question.
I must also add I have always been impressed by the high standard Bill takes on ethical questions and the courtesy and candor with which he interacts with others. Bill has always been an example to me of how one can be an excellent lawyer, in terms of case results, while never compromising ethical standards or failing to treat people with courtesy and respect.
